What you must do in order to join the COST Action
The COST Action ESF0901 "European procedures for flood frequency estimation" (FLOODFREQ) is “open to global cooperation in the mutual interest”.
However, different procedures for membership and different rules for reimbursement of participation in the activities of the Action apply for the COST countries (the 27 EU Member States, Iceland, Norway, Switzerland, Croatia, FYR of Macedonia, Turkey, Israel, Bosnia and Herzegovina, Serbia) and the non-COST countries.
In general researchers from non-COST countries institutions do not receive economic support from COST, but exceptions are possible.
For the “near-neighbour countries”: Balkan countries (Albania, Montenegro), Mediterranean countries (Algeria, Egypt, Lebanon, Libya, Morocco, The Palestinian Authority, Syria and Tunisia) and Eastern European countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine), up to two researchers from each country may be reimbursed for attending COST Actions meetings. Moreover, researchers from these countries are eligible to participate in other activities decided at the level of individual Actions (such as meetings, short-term scientific missions, training schools and conferences). In addition, COST set up reciprocal arrangements with Australia, New Zealand and South Africa. Please resort to the COST webpage http://www.cost.esf.org/participate/join_action
Instructions for application
1) Institutions from COST countries:

Contact your national COST officer with the request to join COST. Note: money to carry out research activities in relation to COST has to be in place, otherwise your country will not be able to join COST.
2) Institutions from Australia, New Zealand, South Africa (reciprocal agreement countries):
Please read the information provided on http://www.cost.esf.org/about_cost/reciprocal_agreements and contact the Action chair if you wish to join. The appropriate procedure as sketched on the COST webpage should be synchronized with the chair of the action in order to be as efficiently organized as possible to not lose time.

To summarize the information available, COST wants a filled-in template. This is prepared by the chair of FLOODFREQ but will be sent to you if there are any open questions for completion.
The documents (motivation letter, template) are then sent to all MC members for their approval. Approval granted, the application is processed to the COST officers for approval.
